Jakarta, 3 June 2020 – The Ministry of Foreign Affairs (Ministry of Foreign Affairs), c.q.
Secretariat of the Directorate General of ASEAN Cooperation with Centre For ASEAN Public
Relations Studies (CAPRS) LSPR Communication & Business Institute, held a public lecture
through online media (webinar) on Wednesday, June 3, 2020. The theme of the webinar is
the Development of COVID-19 Handling in ASEAN and the European Union . The Director of
American and European Intra-regional and Inter-regional Cooperation Masni Eriza, and the
Director of ASEAN Socio-Cultural Cooperation Riaz Januar Putra Saehu, were present as
speakers representing the Ministry of Foreign Affairs, and LSPR Academician Sri Tunggul
Pannindrya as reviewer. The event was hosted by the Head of CAPRS LSPR Communication
and Business Institute Yuliana R. Prasetyawati.
Masni explained about partnership and solidarity between Indonesia and the European
Union and cooperation with the United Nations, international financial institutions, G7 and
G20 to form a coordinated multilateral response. The European Union and ASEAN countries,
including Indonesia, have helped each other regulate the return of their nationals stranded
abroad due to territorial restrictions. "The European Union in the context as a unit or as a
large entity, where the European Commission as an executive agency, helps its member
states obtain medical equipment. Also funding joint research, in order to accelerate the
discovery of vaccines to temporarily suspend borderless travel, and compile joint policy
packages such as stimulus packages to ensure economic impacts and reduce social impacts
& he said.
Meanwhile, Riaz conveyed information related to responses and policies taken by ASEAN
member countries in handling COVID-19 in ASEAN. Among them, the application of the
COVID-19 emergency status, restrictions on foreign arrivals, prohibition of mass meetings,
closure / reduction of flight frequencies, restrictions on domestic mobility, independent
isolation policies, and the imposition of additional requirements for new migrants. He added
that in the ASEAN collective response, member countries had held the Special ASEAN
Summit on Coronavirus Disease 2019 (COVID-19) on May 14, 2020, and several other
sectoral coordinating meetings to accelerate the resolution of the COVID-19 issue. "Study
material related to biodiversity and zoonosis is also an important matter as input for socio-
economic policy making. This is an effort to prevent and mitigate a pandemic ", he stressed.
In this webinar, reviewers from the LSPR Communication & Business Institute Academics
suggested that the concept of Coordinated Multilateral Response should be emphasized and
studied further in international relations. Tunggul stated, "The concept emphasizes the
need for coordination in the multilateralism order so that the handling of an international
issue, such as pandemic prevention and mitigation, can run synergistically and
harmoniously 866 participants joined this webinar, consisting of LSPR students and students from various
Universities in Indonesia, both Strata-1 (S1) and Strata-2 (S2) levels. In addition, academics,
media, professionals and alumni of the 2019 ASEAN-Indonesia Young Ambassador were also
present as participants. This activity is a follow-up to the National PSA conference in
Yogyakarta last December 2019, and a Memorandum of Understanding between the
Directorate General of ASEAN Cooperation and LSPR Communication & Business Institute on
cooperation in the fields of education, research / scientific studies and community service.
